Reserves all authority to regulate pesticides to the state of Alaska, prohibiting municipalities from enacting or enforcing pesticide regulations.

Municipalities may not regulate the sale, use, registration, notification of use, advertising and marketing, distribution, storage, transportation, or disposal of pesticides.

Prohibits municipalities from regulating applicator training and certification for pesticide use, disclosure of confidential pesticide information, and competition in the pesticide market.

Applies to both home rule and general law municipalities in Alaska.

Takes effect immediately upon enactment under AS 01.10.070(c).
