HB 206 Summary

• Defines "conception" as the moment sperm and egg fuse, establishes that "child" and "natural person" begin at conception, and declares intentionally causing death of a natural person is not protected by privacy rights under the Alaska Constitution.

• Repeals existing abortion statutes and replaces "murder of an unborn child" with expanded homicide laws that apply to preborn children, amending the definition of "person" in criminal law to include those in the process of developing ability to be alive.

• Prohibits guardians, parents, and attorneys-in-fact from consenting to abortion on behalf of minors or wards except when necessary to preserve life or prevent serious health impairment.

• Eliminates informed consent requirements and abortion counseling information from state health resources, removes judicial bypass procedures for minors, and prohibits state agencies from facilitating abortion or removal of a child from the state for abortion purposes.

• Declares the act is not subject to judicial review and includes a nonseverability clause making all provisions interdependent, effective immediately.
