Increases the University of Alaska Board of Regents from 11 to 12 members, with at least one seat reserved for a current full-time tenured faculty member from UAA, UAF, or UAS.

Faculty regent must forfeit office if no longer a full-time tenured faculty member, with the governor appointing a successor from faculty-submitted nominees within 60 days, subject to legislative confirmation.

Faculty regent serves a two-year term beginning June 1, compared to the eight-year term for other regents, with term beginning the first Monday in February.

Faculty member nominees are selected through elections held by each of the three University of Alaska faculty senates, with two nominees per senate submitted to the governor for appointment within 60 days.

Increases the quorum requirement for Board of Regents meetings from six to seven regents to conduct corporate business.
