Requires state bridge and overpass repair or construction procurement bids to include contractor cost estimates for naming the bridge or overpass.

Establishes the bridge and overpass naming fund within the general fund to pay costs related to naming state bridges and overpasses.

Allows the department to expend money from the naming fund without further appropriation for naming-related costs.

Appropriated money to the fund does not lapse and interest earned on fund money may be appropriated back to the fund by the legislature.

Requires the legislature to appropriate into the naming fund the amount estimated under the procurement process for each bridge or overpass naming project.
