Amends AS 15.07.130(b) to change voter inactivation requirements from an "AND" condition to an "OR" condition, meaning registration can be inactivated if a voter has not contacted the division within four years OR has not voted in any election during that period OR a notice was returned as undeliverable.

Requires the director to send notice by forwardable mail to the voter's last known address that registration will be inactivated unless the voter responds within 45 days of the notice.

Maintains inactivated voter names on the master register and allows the director to cancel inactive registrations after the second general election following inactivation, in accordance with the National Voter Registration Act of 1993 (42 U.S.C. 1973gg-6), if the voter does not contact the division or vote.

Changes the response deadline language from "NO later than 45 days" to "not later than 45 days" and changes reference from "SECTION" to "subsection" for technical clarity.
