Require legislative confirmation for reappointment of public board members to subsequent four-year terms.

Require legislative confirmation for filling board vacancies, with governor authorized to appoint interim members if legislature is not in session.

Make requirements applicable only to members appointed or reappointed on or after January 1, 2023, exempting current board members serving on the effective date.
