Declares legislative intent that the governor must give due consideration to Alaskans' unalienable and constitutional rights when controlling movement of commerce and the general public during a declared disaster emergency.

Requires the governor to consider and take all reasonable steps to protect individual civil liberties before issuing orders, proclamations, or regulations during a disaster emergency.

Limits the Department of Health and Social Services to actions that do not exceed the authority granted to the governor under disaster emergency provisions.

Changes disaster emergency proclamations from expiring after 30 days to expiring after 30 days unless ratified and extended by the legislature through a concurrent resolution passed by two-thirds affirmative vote in joint session.

Prohibits the governor from controlling the movement of commerce and prohibits enforcement of public health advisements or recommendations against individuals during disease outbreak emergencies, restricting gubernatorial orders to those necessary for state agency operations.
