Amends AS 29.06.040(c) to require that proposed annexations must be approved by a two-thirds majority of votes cast by voters residing in the area proposed to be annexed.

Maintains the existing requirement that proposed annexations must be approved by a majority of votes cast by voters in the annexing municipality.

Requires that proposed detachments must be approved by a majority of votes cast by voters in the area proposed to be detached.

Removes provisions allowing municipalities to annex municipally-owned adjoining property by ordinance without voter approval.

Removes provisions allowing annexation by ordinance without an election when all property owners and voters in an area petition the governing body.
