Establishes a new monthly salary schedule for classified and partially exempt employees in the executive branch, legislature, and non-union positions, with salary ranges from $2,338.00 to $11,934.00 per month across 30 ranges and 6 steps.

Increases salaries by 15 percent for attorneys in the Department of Law, public defender agency, office of public advocacy, Legislative Affairs Agency legal services, and administrative law judges who require law licensure.

Applies salary increases to exempt service public officers in the executive branch (excluding governor, lieutenant governor, and department heads) and judicial branch employees and magistrates (excluding justices and judges), with an additional 10 percent increase for non-judicial staff.

Directs the University of Alaska Board of Regents to provide salary increases to non-union University of Alaska employees according to their compensation policy.

Authorizes the governor on a case-by-case basis to authorize higher pay above Step F for partially exempt executive branch employees based on critical governmental interest, exceptional qualifications, recruitment difficulties, or competitive labor market conditions, with written determination required.
