Establishes ballot security and chain of custody system requiring director to track all ballots from printing through election certification, with state ballot counting review board auditing ballot accounting.

Creates toll-free election offense hotline for reporting voter misconduct and election offenses, with numbers posted on voting machines and ballot envelopes, staffed during absentee voting, early voting, and 24 hours after polls open.

Requires signature verification on absentee ballot certificates against voter registration records and prohibits absentee voting by facsimile in state elections.

Makes unlawful possession of another voter's ballot a crime unless the person is a family member, caregiver, or election official; adds unlawful opening or tampering with sealed ballots as separate crime; establishes voter notification of disqualified votes and free public access system to check ballot status.
