Amends Alaska Statute 09.50 to establish personal liability for public health officials acting within their scope of employment who issue guidance, recommendations, or mandates containing negligence, recklessness, or intentional misconduct.

Defines issuing or affirming public health guidance without first forming independent professional conclusions and opinions as negligent conduct subject to civil liability.

Defines "public health official" as a licensed medical or public health expert employed by the state or a political subdivision of the state.

Applies retroactively to all public health guidance, recommendations, or mandates issued on or after the effective date of the act.
