Adds exemption for minor children from school immunization requirements if parent or guardian submits signed statement objecting on religious, medical, or philosophical grounds (applies to AS 14.07.020 and AS 14.30.125).

Prohibits businesses, employers, state agencies, municipalities, University of Alaska, and school districts from requiring individuals to be vaccinated against specific diseases if the person objects on religious, medical, or philosophical grounds (new AS 18.15.357).

Prohibits employers from requiring employees or applicants for employment to be vaccinated against specific diseases as a condition of employment if they object on religious, medical, or philosophical grounds, unless contrary to federal law (new AS 23.10.445).

Expands definition of "employer" to include any person employing one or more persons, the state, University of Alaska, Alaska Railroad, and political subdivisions of the state (new AS 23.10.450).

Repeals AS 23.10.430(c)(2).
