Establishes the Israel Anti-Discrimination Act requiring public agencies to include contract provisions prohibiting contractors from engaging in business activities that boycott, refuse to do business with, or discriminate against the State of Israel, persons doing business with Israel, or Israeli-authorized entities.

Requires contracts to include a statement that the provision does not diminish or infringe on rights protected by the Alaska Constitution or the First Amendment to the U.S. Constitution.

Makes contracts that do not comply with these requirements void as against public policy and treats statements about participation in Israeli boycotts as evidence of violation.

Exempts contracts with persons having fewer than 10 employees or contracts valued under $100,000 (excluding renewals and options).

Applies to contracts entered into on or after the effective date and authorizes the Commissioner of Administration to adopt regulations, but prohibits regulations from establishing exceptions to the law's operation.
