Adds new section AS 34.07.025 establishing a procedure for associations of apartment owners to obtain lienholder consent to declaration amendments through certified mail notice with a 60-day response period.

Lienholders who do not respond within 60 days after the postmark date are deemed to have approved the proposed amendment.

Lienholders may not unreasonably withhold consent to amendments, and the certified mail procedure is not the exclusive method for obtaining consent.

Extends identical lienholder consent procedures to common interest communities under AS 34.08.250 for associations beyond apartment owner associations.

Preserves validity of declaration provisions in common interest communities created before January 1, 1986, even if they conflict with AS 34.08.470.
