Appropriates $7,100,000 from the general fund to the Department of Commerce, Community, and Economic Development for community assistance payments for fiscal year ending June 30, 2022.

Appropriates an estimated $48,594,460 from the general fund to the Department of Education and Early Development for state aid for school construction costs under AS 14.11.100 for fiscal year ending June 30, 2022.

Capitalizes $31,800,000 to the community assistance fund, an estimated $17,119,000 to the regional educational attendance area and small municipal school district school fund, and $60,000,000 to the oil and gas tax credit fund.

Transfers amounts from the general fund equal to fiscal year 2021 budget reserve fund deposits made from subfunds and accounts to repay prior appropriations from the budget reserve fund.

Fund capitalization appropriations do not lapse and the act takes effect immediately.
