Requires the Alaska Police Standards Council to adopt regulations mandating peace officers use de-escalation techniques and nondeadly or less lethal means before using deadly force when safe to attempt.

Requires officers to intervene when they know or reasonably should know another officer is engaged in misconduct, unless intervention would be unsafe.

Requires officers to immediately report to a supervisor any incident involving another officer's misconduct.

Adds training requirements for police officer certification including at least 12 hours on domestic violence, 12 hours on sexual assault, and instruction on de-escalation and misconduct reporting procedures.

Allows the council to deny or revoke officer certificates for failure to comply with de-escalation and misconduct reporting regulations or for being subject to substantiated misconduct reports.
