Establishes June 19th as Juneteenth Day, a legal holiday in Alaska by adding it to the list of state holidays in AS 44.12.010(a).

Renumbers all subsequent holidays in the legal holiday statute, with Independence Day becoming item (7) instead of (6), and all following holidays shifted accordingly.

Applies the Sunday holiday carryover provision to Juneteenth Day, ensuring that if June 19th falls on a Sunday, both Sunday and the following Monday are legal holidays under AS 44.12.020.

Repeals AS 44.12.090, which previously contained a separate provision related to holiday observance.
