Amends AS 44.99.040(a) to prohibit state or municipal agencies from using or authorizing assets to implement federal orders, regulations, or laws that infringe on Second Amendment rights to keep and bear arms.

Prohibits state or municipal agencies from using assets to implement federal requirements that deny due process rights available under Alaska or U.S. Constitution.

Prohibits state or municipal agencies from using assets to implement federal requirements that infringe on a person's right to move freely within the state or between states.

Prohibits state or municipal agencies from using assets to implement federal mandates requiring vaccination against novel coronavirus disease (COVID-19).

Repeals a previous subsection (2) of AS 44.99.040(a) and takes effect immediately upon enactment.
