Requires gubernatorial appointments of five public members to the Alaska Industrial Development and Export Authority to be confirmed by a majority of the legislature in joint session, rather than serving at the governor's pleasure.

Changes public member terms from two years at the governor's pleasure to staggered five-year terms.

Increases public notice period for regulation adoption, amendment, or repeal from 15 days to 30 days and requires publication on the authority's Internet website.

Expands individual public comment time at regulatory hearings from a total of one hour to at least two minutes per person.

Requires the authority to publish written responses to public comments and written justification when adopting, amending, or repealing regulations.

Designates all records and information submitted to the authority as public records and requires written waivers acknowledging public record status before acceptance.

Effective January 1, 2023, with transitional provisions establishing staggered initial terms of one to five years for current members.
