Amends the psychology licensing board's duties to require adoption of a code of ethics for psychology practice and authorizes board membership with national associations of psychology boards.

Adds a new credential submission requirement for psychologist license applicants, limiting the board to requesting only: health-related professional licenses, official transcripts, examination score reports, and letters of reference from professional sources covering the previous five years.

Creates an inactive license status for both psychologists and psychological associates who do not practice in Alaska, with reactivation requiring 40 hours of continuing education in the preceding two years for psychologists only.

Expands the fee structure to include fees for credential review, initial inactive licenses, and inactive license renewal.

Permits the board to investigate and reject applications based on unacceptable academic programs but prohibits requiring verification of credentials beyond those specified in statute.
