Establishes a nomination process where veterans' organizations can submit individual veterans for commendation and recognition on veterans' memorial roads and bridges, with nominees required to provide discharge documentation.

Directs the Department of Military and Veterans' Affairs to submit a list of all nominations to legislative leaders on the first day of each session, with requirement that living veterans' names cannot be submitted without their approval.

Protects commended veterans' names on signs or markers from removal or replacement by the Department of Transportation and Public Facilities for five years unless the legislature provides instructions to do so.

Authorizes the Department of Transportation and Public Facilities to accept gifts, donations, and grants to fund design, posting, maintenance, and replacement of veteran memorial signs, with donors able to request use for specific memorials.

Defines "veteran" to include those who served in uniformed services, the National Guard, Alaska State Defense Force, Alaska Territorial Guard, and Alaska Naval Militia with honorable discharge.
