Amends AS 14.17.450(b) to clarify that students with ADM less than 10 (excluding children of school employees) are included in the ADM of the district school with the lowest ADM.

Modifies AS 14.17.905(a) to establish school counting criteria based on ADM excluding children of school employees: communities with 10-100 ADM count as one school, 101-425 ADM count as one elementary and one secondary school, and those exceeding 425 ADM count each facility separately unless alternative schools have less than 175 ADM.

Clarifies that ADM calculations for school counting purposes consistently exclude students who are children of school employees across all community size categories.

Becomes effective July 1, 2022.
