• Appropriates $1.674 billion in capital projects and grants from general and other funds for fiscal year ending June 30, 2023, including funding for energy, transportation, water infrastructure, housing, and health projects across multiple state agencies.

• Allocates $308.6 million in general obligation bonds for major infrastructure projects including Knik Arm Port Infrastructure ($175 million), University of Alaska Fairbanks facility modernization ($18.65 million), and transportation improvements.

• Reappropriates $7.1 billion in unexpended balances from prior year appropriations to the Department of Public Safety for Alaska Public Safety Communication Services and reappropriates balances to the Departments of Health and Family and Community Services.

• Appropriates federal receipts, designated program receipts, and other revenue sources estimated to exceed amounts appropriated, contingent on compliance with program review provisions.
