Allows first class cities, second class cities, home rule cities, and unified municipalities to issue, renew, deny, suspend, revoke, and regulate alcoholic beverage licenses if the local governing body votes to exempt the municipality from state requirements.

Creates a new municipal alcoholic beverage license type and establishes AS 04.11.800 to govern municipal authority over alcohol licensing in exempt municipalities.

Modifies the Alcoholic Beverage Control Board's powers to be "except as provided in AS 04.11.800," limiting state board control in municipalities that opt into local licensing authority.

Updates multiple statutes to recognize municipal licensing authority under AS 04.11.800, including provisions for restaurant designations, premises approval, warehousing, civil liability, and sentencing procedures for alcohol-related violations.

Repeals AS 29.35.080(b) and clarifies that local option election restrictions on alcohol sales apply to municipalities exercising licensing authority under the new section.
