Allows holders of specified alcoholic beverage licenses and permits to provide voluntary breath-testing devices on their premises for customers to check their own alcohol content.

Requires devices to be calibrated at least once annually and maintain accuracy within 0.03 grams of alcohol per 210 liters of breath.

Mandates posted disclaimers on premises stating the device is voluntary, the licensee is not liable for damages from device use, and displaying the last calibration date.

Provides civil liability immunity to licensees, permittees, agents, and employees who provide the device from damages arising from any person's use of the voluntary breath test.

Prohibits breath test results obtained under this program from being introduced as evidence in civil actions against the licensee or permittee.
