Establishes a private cause of action allowing persons subjected to unfair claim settlement practices in violation of AS 21.36.125 to bring civil lawsuits for damages.

Entitles prevailing plaintiffs to recover actual damages, three times the actual damages awarded (or $500, whichever is greater), other court-ordered relief, and full reasonable attorney fees and costs.

Supplements existing penalties and remedies available through statutory law, common law, and the insurance director under AS 21.36.910.

Amends Alaska Rules of Civil Procedure Rules 79 and 82 indirectly by modifying the award of court costs and attorney fees in certain cases.

Takes effect only if Section 2 receives a two-thirds majority vote in each house as required by the Alaska Constitution Article IV, Section 15.
