HB 3010 - Vaccine Consumer Protection Act

• Creates civil liability for employers, schools, and businesses that incentivize, require, or penalize individuals for COVID-19 vaccination, allowing them to be sued for damages from adverse vaccine reactions.

• Requires health care providers to furnish patients (or parents/guardians for minors) with written information before vaccination including vaccine ingredients, manufacturer details, adverse reaction risks, exemption rights, and federal regulatory websites.

• Prohibits health care providers from denying services, harassing, or coercing patients who decline vaccination, and prohibits health care insurers from denying coverage or raising premiums based on vaccination status.

• Establishes a vaccine contraindication screening checklist for minors and requires reporting of vaccine adverse events to the federal Vaccine Adverse Event Reporting System.

• Criminalizes misuse of the word "vaccine" in sales or advertising as a class A misdemeanor and makes violations of vaccine-related provisions subject to civil penalties of up to $1,000 for first offense and $5,000 for subsequent violations.
