Amends notification requirements for public construction contract awards to require immediate notification to the commissioner of labor and workforce development of the contract amount, effective date, contractor and subcontractor identities, and construction site(s), plus project description within 5 days.

Creates new AS 36.15.100 requiring contractors performing public construction projects for the state or political subdivisions to use materials and services manufactured or provided by Alaska businesses whenever possible.

Establishes a secondary preference for materials and services from United States manufacturers or businesses when items are not available from Alaska sources.

Applies retroactively only to contracts entered into on or after the effective date of the Act.
