CSHB 309(STA) Summary

• Exempts candidates for municipal office and municipal office holders in municipalities with a population of 15,000 or less from financial and business interest reporting requirements under Alaska Statute Chapter 39.50.

• Allows certain candidates and groups to file campaign finance reports using paper forms instead of electronic submission if they meet specified spending thresholds ($5,000 for candidates, $2,500 for groups annually).

• Permits municipal officers and candidates in small municipalities to voluntarily file financial disclosure reports with the Alaska Public Offices Commission, with such reports maintained as public records while on file.

• Restricts political party materials from including images or directly advocating for/against candidates or public officials, and clarifies that municipal officers in municipalities with populations over 15,000 remain subject to disclosure requirements.

• Takes effect July 1, 2022.
