Establishes airbag fraud as a new crime in Alaska Statute 28.35.248, making it illegal to knowingly sell, offer for sale, import, install, or reinstall replacement airbags that do not comply with federal safety regulations, are counterfeit, or are nonfunctioning.

Prohibits knowingly manufacturing counterfeit or nonfunctioning airbags or parts designed to conceal them, and makes it illegal to intentionally sell, lease, or trade vehicles known to have non-compliant or counterfeit airbags.

Exempts persons installing airbags on police vehicles and dealership owners or employees who lack knowledge that a vehicle's airbag is counterfeit or nonfunctioning before sale.

Defines key terms including "counterfeit" (replacement airbags with unauthorized marks identical to genuine manufacturer marks) and "nonfunctioning" (inoperable, damaged, recalled, or previously deployed airbags that cause diagnostic system errors).

Establishes airbag fraud as a class A misdemeanor or, if death or serious physical injury results, a class C felony.
