Governor shall implement a standardized improvement tracking system for state agencies to manage status, progress, and closure of actions arising from audit findings, corrective and preventive action requests, and improvement opportunities identified by employees, auditors, customers, and stakeholders.

System must uniquely track each improvement opportunity, validate improvements, screen for critical items, and identify elements including description, source identifier, responsible persons, key dates, and estimated costs or savings.

State agencies must analyze improvement opportunities to identify root causes, develop implementation schedules, and evaluate effectiveness of action plans with a mechanism for progression of critical improvement items.

Governor shall provide annual status reports to the legislature and each state agency shall publish annual reports on publicly available websites, including quantity of open and closed items, aging details, costs or benefits, and action plans for overdue critical items.

"State agency" includes the University of Alaska and all departments, institutions, boards, commissions, divisions, authorities, public corporations, and other administrative units of the executive branch.
