Creates new crime of harassment in the first degree as a class C felony for intentional offensive physical contact touching another person's genitals, buttocks, or female breast through or over clothing.

Reclassifies existing harassment offenses: harassment in the second degree becomes class A misdemeanor; harassment in the third degree becomes class B misdemeanor.

Expands sex offender registration requirements to include professional licensing information, temporary lodging addresses, and mandates 7-day notice before leaving state or 21-day notice for international travel.

Requires sex offender registration period tolling to apply whenever an offender fails to comply with registration requirements, rather than only annually.

Adds harassment in the first degree (AS 11.61.117) to crimes requiring lifetime teaching certificate revocation and expands domestic violence definition to include harassment offenses.

Grants probation officers and pretrial services officers arrest authority for violations of their release conditions.

Expands multidisciplinary child protection teams' authority to investigate sexual contact or penetration between children under 13 years of age.
