Raises penalties for unpermitted crude oil discharges exceeding 18,000 gallons to $16 per gallon for first 420,000 gallons and $25 per gallon for amounts exceeding 420,000 gallons (previously $8 and $12.50).

Increases general environmental violation penalties to $2,000-$400,000 for initial violations (previously $500-$100,000) and $25,000 per day for ongoing violations (previously $5,000-$10,000).

Establishes administrative penalties of $500-$10,000 for serious or repeat oil discharges, with consideration of public health effects, compliance history, and deterrent value.

Implements automatic penalty increases every 10 years based on Anchorage Consumer Price Index, with January 2021 as reference base, and requires produced water to be included in volume calculations for discharge penalties.
