Creates a comprehensive self-storage facility lien framework allowing facility owners to place liens on unit property when renters fail to pay rental charges and late fees (capped at the greater of $20 or 20 percent of monthly rental fee).

Establishes a 10-day default period before enforcement and requires facility owners to provide a lien notice with at least 21 days for renters to cure defaults, including details of amounts due and redemption rights.

Permits facility owners to deny access, move property, and dispose of unit property through public sale with newspaper publication or two weeks of commercial advertising, with proceeds applied first to enforcement costs, then renter debt, then lienholder claims.

Requires facility owners to notify law enforcement of restricted property (firearms, ammunition, controlled substances) discovered in units, with law enforcement taking possession; unit renters have one year to claim firearms or ammunition or they are disposed of as surplus.

Excludes self-storage facility liens from other storage lien statutes and specifies the lien applies only to rental agreements entered into after the effective date of the Act.
