Protects state employees in the classified, partially exempt, or exempt service of the executive and judicial branches from being prohibited from or retaliated against for communicating with members or employees of the legislature, unless otherwise prohibited by law.

Violation of the communication protection constitutes just cause for dismissal or other appropriate disciplinary action against any supervisor or official who retaliates.

Requires personnel board approval for any internal management regulations adopted by state departments, and prohibits such regulations from restricting employee rights to communicate with the legislature.

Applies the communication protection to public officers, preventing them from prohibiting or retaliating against state employees in the executive branch for contacting legislators.

Makes minor technical amendments to Alaska Statutes by replacing "upon" with "on" and "which" with "that" in related provisions.
