Removes references to "hold harmless provisions" from permanent fund dividend (PFD) calculations in AS 43.23.025(a) and AS 43.23.028(a), eliminating language about dividend fund appropriations related to these provisions.

Repeals AS 43.23.240 and AS 43.23.250 in their entirety, which contain the hold harmless provisions themselves.

Adds dividend eligibility restrictions making individuals ineligible for PFD payments if they were convicted of a felony during the qualifying year or incarcerated during all or part of the qualifying year for a felony conviction, or incarcerated for a misdemeanor conviction if they have prior felony or misdemeanor convictions.

Requires dividend disbursement stubs to disclose that ineligible individuals' funds will support crime victim services, restitution payments, the Violent Crimes Compensation Board, and the Council on Domestic Violence and Sexual Assault.

Takes effect January 1, 2023.
