Requires the legislature to adjourn or relocate after 90 consecutive calendar days of a regular session; if the legislature remains in session beyond 90 days in the same location, votes cast and business conducted there are not binding.

Establishes automatic relocation to the Anchorage Legislative Information Office (or Fairbanks if the session began in Anchorage) if the legislature does not adjourn or designate an alternate location by majority vote after 90 days.

Makes voting in the original session location after day 90 grounds for recall of a legislator and eliminates per diem allowances for legislators voting from the original location after day 90.

Prevents the governor from calling special legislative sessions in the same location as the preceding regular session and allows the legislature to change special session locations by two-thirds vote.

Modifies campaign contribution restrictions and per diem provisions to reference "location of the session" instead of "capital city," allowing fundraising outside the current session location during the 90-day precampaign period.
