Removes exemptions from vehicle owner liability for abandoned vehicles, making owners responsible for removal and disposition costs even when the vehicle was abandoned by an unauthorized driver or when the abandoning person's identity is established.

Changes the requirement for peace officers and authorized state or municipal employees to remove vehicles abandoned on highways or vehicular ways from permissive ("may") to mandatory ("shall") within seven days of abandonment.

Maintains the permissive authority for removal of vehicles abandoned on private property, allowing but not requiring removal.

Applies the amended provisions only to vehicles abandoned on or after the effective date of the Act.
