HB 349 Summary

• Amends oil and gas drilling unit regulations to change establishment from mandatory ("shall") to discretionary ("may"), and removes requirement for a hearing before establishing drilling units or granting spacing exceptions

• Adds new authority for the state oil and gas commission to adopt well spacing regulations to protect correlative rights of oil and gas producers

• Conveys approximately 3.55 acres of state land in downtown Juneau to the City and Borough of Juneau without cost, subject to existing reservations

• Allows immediate family members of personal use cabin permit holders on state land to be added to permits with survivorship rights or to receive transferred permits upon the original holder's request

• Permits family members of deceased cabin permit holders to assume permit privileges for a period equal to the difference between the holder's age at death and the state's average life expectancy, with a 30-day application deadline (or 60 days for permits that expired after January 1, 2020)
