Transfers regulation of mobile intensive care paramedics from the State Medical Board (under AS 08.64) to the Department of Health and Social Services (under AS 18.08), effective January 1, 2022.

Changes mobile intensive care paramedic credentials from "registration" to "licensure" and establishes licensing requirements including educational qualifications, pain management and opioid use education, application procedures, scope of activities, and supervising physician responsibilities.

Removes the exception that allowed mobile intensive care paramedics to render emergency lifesaving services without a license under the physician practice statutes.

Allows existing registrations issued before the effective date to remain valid until expiration, suspension, revocation, or conversion to a license under the new system.

Requires the Department of Commerce, Community, and Economic Development and State Medical Board to transfer all pending mobile intensive care paramedic files and proceedings to the Department of Health and Social Services by January 1, 2022.
