Allows the legislature to declare an emergency by concurrent resolution (when in session) or by poll of two-thirds membership (when not in session) when a disaster prevents in-person meetings.

Emergency declarations expire after 21 days but may be extended using the same procedures that created them.

Permits the legislature to conduct sessions in multiple locations simultaneously using teleconference or digital means during an emergency, with member identity verification and authentication required.

Allows digital signatures in place of written signatures during emergency sessions, or oral authorization signatures if digital technology is unavailable.

Requires the Legislative Affairs Agency to provide training on emergency procedures and allows presiding officers to designate up to two days per regular session for training purposes on remote session procedures.
