Establishes the Office of Broadband in the Department of Commerce, Community, and Economic Development to expand broadband access and digital equity through federal, tribal, and local partnerships.

Creates the Broadband Parity Adjustment Fund to offset broadband service costs for consumers and make grants to eligible beneficiaries including residents, businesses, nonprofits, local governments, and tribal organizations.

Prioritizes broadband expansion in unserved areas (below 25 Mbps downstream/3 Mbps upstream), then underserved areas (below 100 Mbps downstream/20 Mbps upstream), then anchor institutions like schools, libraries, and health care facilities.

Establishes the Statewide Broadband Advisory Board composed of state commissioners, two legislative members, and 11 additional members representing local government, Alaska Native corporations, tribal government, schools, University of Alaska, health care, business, broadband industry, consumers, and rural energy systems.

Sunsets all broadband office and advisory board provisions on June 30, 2030.
