Renames the Alaska Energy Authority to the Alaska Energy and Broadband Authority to add broadband infrastructure development to its existing power project responsibilities.

Authorizes the authority to plan, construct, deploy, own, and operate broadband networking infrastructure to provide high-speed, low-latency connectivity to unserved and underserved areas by connecting them to fiber-optic cables.

Allows the authority to accept federal grants, loans, and other funding sources to finance broadband infrastructure projects and to sell transmission services to retail broadband providers at wholesale rates on nondiscriminatory terms.

Designates the Alaska Energy and Broadband Authority as an eligible telecommunications carrier under federal law upon application to the Regulatory Commission of Alaska.

Expands the definition of "public utility" to include broadband Internet access services, subjecting broadband providers to regulatory oversight by the Regulatory Commission of Alaska.
