Director of Elections shall establish a digital absentee voting system allowing eligible voters to receive, mark, verify, and submit ballots via internet-connected devices.

System must produce paper ballots as the official record for tabulation and recounts, with encryption of voter information and ballots in transit and at rest.

Digital absentee voting is available only to overseas voters and voters eligible for special needs ballots under AS 15.20.072(a).

Applications must be received by 5:00 p.m. Alaska time the day before the election, and completed ballots must be received before polls close on election day.

Act takes effect January 1, 2023, and updates the definition of "overseas voter" to reference 52 U.S.C. 20310 instead of 42 U.S.C. 1973ff-6.
