Modifies the Executive Budget Act to require state agencies to develop and update comprehensive strategic plans, mission statements, performance plans, and financial plans that align with the governor's statewide priorities.

Establishes that the legislature shall review and analyze mission statements and performance plans issued by the governor, with strategic plans and mission statements constituting policy under which agencies must operate.

Requires agencies to update strategic plans and mission statements at the beginning of each gubernatorial term and at least once every two years thereafter, with plans covering a four-fiscal-year period.

Mandates quarterly reporting by agencies to the governor and legislature on progress toward performance plans, with all plans and reports to be maintained on a publicly available Internet website.

Takes effect July 1, 2023, and establishes new definitions for terms including "goal," "objective," "performance measure," and "strategic plan" in the Executive Budget Act.
