Amends probation conditions under AS 12.55.100 to add requirement that defendants may be ordered to participate in an addiction rehabilitation program at a state-run drug and alcohol treatment facility under AS 47.38.050.

Establishes new Article 1A in AS 47.38 creating a state-operated drug and alcohol addiction treatment facility to be run by the commissioner in consultation with the behavioral health program director.

Facility must offer evidence-based medical detoxification, medication-assisted treatment, behavioral therapy, and post-treatment counseling on both inpatient and outpatient bases.

Inpatient program participants ordered by court may not be released until a health care provider determines the individual can refrain from drug or alcohol use.

Facility may admit individuals who voluntarily seek treatment, with fees for voluntary treatment to be set by departmental regulation.
