Reduces legislative council membership from six to five additional senators appointed by the senate president and from six to five additional representatives appointed by the house speaker.

Adds the senate minority leader (or designee) and house minority leader (or designee) as explicit members of the legislative council.

Removes the requirement that legislative council membership include at least one member from each of the two major political parties.

Reduces Legislative Budget and Audit Committee membership from three to two members appointed from each house by the respective presiding officer.

Changes gender-specific language from "chairman" to "chair" and removes the requirement that the committee select its own chairman.
