Requires physicians to prescribe any drug requested by a patient with an established physician-patient relationship, except for controlled substances or drugs the physician believes will be used for suicide, homicide, or abortion.

Physicians who refuse to prescribe non-controlled drugs must indicate on the prescription that it was prescribed against professional advice and describe their reasons; violation results in mandatory license suspension of at least one year per affected patient.

Requires pharmacists to fill prescriptions written against professional advice and prohibits them from charging higher prices or fees for such prescriptions; pharmacists may only refuse if they believe the drug will be used for suicide, homicide, or abortion.

Prohibits health discount plans and health care insurers from denying coverage or eligibility based on an individual obtaining prescription drugs under this law.

Establishes civil penalties for violations and requires prominent labeling on drugs prescribed or dispensed against professional advice.
