Eliminates the option for Alaska residents to obtain federally compliant REAL ID Act identification cards and driver's licenses, effective January 1, 2025.

Removes the additional $20 fee option for federally compliant identification cards; standard identification cards will cost $15 and be clearly marked "for identification purposes only."

Requires the Department of Administration to offer applicants the option of having identification card and driver's license photographs captured in a format that renders them unsuitable for facial recognition, and to destroy or render unusable all such photographs.

Prohibits the state from sharing personally identifying information or facial images with foreign countries or private entities with greater than five percent foreign ownership.

Allows previously issued REAL ID-compliant identification cards and driver's licenses to remain valid until they expire or are cancelled; requires a public education campaign about the transition away from REAL ID compliance.
