Adds requirement for voter registration applicants to declare whether they request a hand count of their ballot.

Creates "hand-count districts" that trigger mandatory hand counting when 25 percent or more of voters in a house district, senate district, or statewide request hand counting.

Requires the director to provide public notice identifying hand-count districts 60 days before each election.

Allows ballot counting to begin 14 days before election day in hand-count districts, while machine-count districts must wait until 8:00 p.m. on election day.

Establishes that ballots in hand-count districts must be counted by hand using official paper records; election officials cannot scan ballots in hand-count districts before statewide ballot counting concludes.
